UPDATE: SCHOOL BUS/TANKER TRUCK ACCIDENT NEAR VILLISCA
(VILLISCA) The driver of a tanker truck involved in a hit and run accident with a Villisca School Bus this morning has been located. The Montgomery County Sheriff’s Office says the 2007 International semi pulling a 2007 Walker liquid Tanker owned by the Ruan Transportation Corporation of Des Moines was being operated by 55-year-old Randy John Bird of Wayne, Nebraska.
Bird was stopped at a rest area near the Sioux City area where officers made contact with him in reference to the accident. Bird was charged with Unlawful Passing of a Stopped School Bus and Unsafe Passing. He was released on citation.
Villisca Superintendent Willy Stone told KSOM/KS95 that the accident happened at around 8 a.m. on Highway 71.
“What happened, our bus was slowing down had its lights on and everything in compliance with the law and the tanker truck either couldn't get slowed down or didn't see the bus until the last minute,” said Stone. “The tanker truck swung out around the bus and clipped the back end of the bus and then continued to drive on and didn't stop.”
Superintendent Stone said they are very blessed that none of the students on the bus were injured.
“Our driver, Gary Ford, did a fantastic job of keeping the bus on the road and keeping our students safe, so we are just very, very pleased with how Gary handled it,” said Stone. “It's just a blessing that none of our students got hurt. When you hear of a tanker truck hitting a bus, my mind automatically goes to bad thoughts. We just feel very, very blessed that no one was hurt.”
There were around 15 students on the bus at the time of the accident.

GREENHOUSE GAS INVENTORY DECREASES 8 PERCENT IN IOWA
(DES MOINES) The Iowa Department of Natural Resources has released its third annual greenhouse gas inventory to the Governor and General Assembly. Overall, 2009 greenhouse gas emissions decreased 8 percent from those emitted in 2008.
According to the EPA’s Greenhouse Gas Equivalencies Calculator, total 2009 GHG emissions are equal to the annual GHG emissions from 10.8 million passenger vehicles or the CO2 emissions from the electricity use of 6.9 million homes for one year.
The DNR Greenhouse Gas emissions report is narrow in scope. Ethanol production plants and major sources of emissions that have federally-enforceable operating permits are required to estimate their greenhouse gas emissions from fossil fuel combustions, ethanol fermentation, cement manufacturing, lime manufacturing, ammonia production, nitric acid production, iron and steel production, and soda ash consumption. Reported greenhouse gases include carbon dioxide, methane, nitrous oxide, hydro fluorocarbons, perfluorocarbons and sulfur hexafluoride.
The U.S. EPA finalized its Mandatory Reporting of Greenhouse Gases Rule in October 2009. This rule requires reporting of annual GHG emissions in 2010 from fossil fuel suppliers, industrial GHG suppliers, vehicle and engine manufacturers, and facilities that emit 25,000 metric tons of carbon dioxide equivalent or more per year of GHG emissions. The DNR estimates that approximately 80 to 100 Iowa facilities currently reporting GHG emissions to DNR will be subject to federal reporting starting with calendar year 2010. The DNR plans to obtain the data collected by the EPA so that duplicate reporting will not be required.
